JOB DESCRIPTION
Position Summary
Under the direction of the Street-Rubble Site Manager, this position has the responsibility to keep the streets, highways and alley ways within the City of Milbank repaired, maintained and cleared.
Essential Functions
- Works in coordination with all full, part-time and seasonal employees in the various City departments. Completes work schedules and programs as assigned, optimizing the utilization of manpower, time and equipment in maintaining roadways within the City, or on other tasks as assigned within the City.
- Assists in the ordering of supplies, materials and stocks for repair and maintenance of items and equipment to continue the operation, repair and maintenance of both the streets and equipment.
- Assists in maintaining the departmental inventory of equipment, buildings, and materials.
- Completes equipment maintenance records as performed and repairs buildings and equipment as needed.
- Inspects traffic signs and lights for condition and placement. Replaces or reconditions those found to be deficient. Identifies physical and visual hazards effecting traffic and traffic control signs and completes the necessary correction.
- Operates snow removal and sanding equipment when needed to meet City snow removal policies.
- May assist as an inspector representing the City, ensuring proper application on contracted overlay and chip sealing projects.
- Monitors the shop, equipment, his own work and the work of others to ensure safety of City personnel and the public.
- Assists in coordinated activities with other City departments.
- Operates and maintains all street department equipment, as training allows, for skillful operation and dependable maintaining of departmental equipment.
- Does work at the City Rubble Site as directed.
- Assists in mosquito spraying in the summer months, once certified.
- Assists in weed spraying in the summer months, once certified.

Knowledge, Skills and Abilities:
Knowledge of the methods, tools, equipment, and practices of street and alley maintenance and repair.
Knowledge of the types and uses of automotive and related equipment, including light, heavy, and specialized street equipment required in the maintenance of streets and alleys. This knowledge should encompass the ability to train and instruct others to operate, monitor, adjust, maintain and periodically service the various pieces of equipment to ensure continued operation.
Ability to understand and effectively carry out oral and written instructions.
Ability to establish good working relationships with other employees, contractors and the general public.
Ability to perform with sufficient written and mathematical acuteness to learn to estimate material use necessary for select projects and regular departmental demands; to reconcile scale tickets, load dockets and fuel inventories. Also, to complete records of maintenance and repairs of equipment as accomplished.
Ability to work extended hours in adverse weather conditions when required.
Have the physical strength and agility to apply patching material in manual applications.
Supervisory Responsibility
No supervisory responsibility.
Work Environment
This position routinely works outdoors.
Physical Demands
Position requires sitting, standing, walking, reaching, twisting, and turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement using a computer keyboard. Must be able to lift up to 25 pounds.
Position Type/Expected Hours of Work
This is a full-time hourly position allocated 40 hours per week. Normal hours of operation are 7:30 a.m. to 4:30 p.m. Occasional evening and weekend work may be required as job duties demand.
Travel
Limited travel is required for this position.
Required Education and Experience
Graduation from a standard high school or GED certification.
Must possess a valid driver’s license with CDL endorsement.
